Candidates must be Indian citizens or belong to eligible categories including subjects of Nepal and Bhutan, Tibetan refugees who came to India before 1st January 1962, or persons of Indian origin who have migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia, and Vietnam with the intention of permanently settling in India, subject to a certificate of eligibility from the Government of India for non-citizen categories. For the post of Assistant Engineer (Civil) in Public Works (B&R) Department, candidates must possess a regular degree in Civil Engineering from an AICTE-approved institution. Degrees obtained through part-time study, evening classes, or distance education, or from universities not approved by AICTE, are explicitly not eligible. For Municipal Engineer (Civil) in the Urban Local Bodies Department, candidates require a degree in Civil Engineering or its equivalent from any recognized university or institution, along with knowledge of Hindi or Sanskrit up to matric standard or higher education. For Sub Divisional Engineer (Civil) Panchayati Raj in the Development and Panchayats Department, a degree in Civil Engineering from a recognized university or institute is required along with knowledge of Hindi or Sanskrit up to matric standard. All eligibility conditions including age, qualifications, and certificates are assessed as on the closing date for online application submission. |

Reservation benefits are available only to DSC/OSC/BC-A (Non Creamy Layer)/BC-B (Non Creamy Layer)/EWS/PwBD category candidates who are residents or domiciles of Haryana State. BC-A/BC-B candidates falling within the Creamy Layer as per Haryana Govt notification No. 40/13/2024-1SW dated 16.07.2024 are not eligible for OBC reservation and must apply under General category. PwBD candidates with at least 40% disability are exempt from application fee; age relaxation of 5 years is available to PwBD regardless of whether the post is reserved for them, subject to a maximum age of 52 years. Ex-Servicemen horizontal reservation (03 Gen/UR + 01 SC across all three posts) is governed by Govt instruction No. 12/15/2019-4GS-II dated 09.03.2022. Freedom Fighter and dependent DFF reservation is capped at 2% overall, available only if ESM and BC quota remains unfilled. Reserved category candidates from states other than Haryana are treated as General/Unreserved candidates for all purposes. |

Register on HPSC portal Visit http://hpsc.gov.in and complete compulsory online registration using Mobile Number and Aadhaar Number. A unique login ID is generated upon successful registration. - 2
Verify Aadhaar data before applying If registering via Aadhaar Number, ensure Aadhaar Card data is updated as it will be authenticated from the relevant portal. Candidates with outdated Aadhaar should register using Mobile Number. - 3
Login and fill application form Use the login ID to access and fill in personal, educational, and category details carefully in the online application form. No changes are permitted after final submission. - 4
Pay application fee online Submit the requisite fee through Net Banking, Debit Card, or Credit Card on or before the closing date upto 05:00 PM. - 5
Print, sign and upload application After fee payment, take a printout of the application form, verify all details, sign it, and upload the duly signed copy along with all relevant supporting documents. - 6
Retain signed hard copy After final submission, take a fresh printout of the uploaded signed application form and retain the hard copy with all documents for presentation to the Commission when called upon.

- Mobile phones (even in switched-off mode), pagers, smartwatches, and electronic devices are strictly prohibited in examination venues.
- Signatures on the uploaded application form, attendance list, and all Commission correspondence must be identical throughout.
- No candidate will be admitted to examination without a valid e-Admit Card downloaded from the HPSC website.
- Applications submitted without uploading a duly signed copy of the application form or required documents will be summarily rejected.
- If multiple applications are submitted, only the application with the highest/latest application number will be entertained by the Commission.
- PwBD (Blind/Low Vision) candidates requiring a scribe must submit a written request to the Commission at least 05 days before examination commencement.
- BC-A and BC-B (Non Creamy Layer) certificates must be issued for financial year 2025-26 based on FY 2024-25 income and issued after 01.04.2025.
- EWS certificate must be valid for 2025-26, issued after 01.04.2025 based on income for the period 01.04.2024 to 31.03.2025.
- Haryana Government employees with a departmental bond must submit HOD NOC on or before the date of interview.
- SC category candidates must submit the latest DSC/OSC certificate as per classification given in notification dated 13.11.2024.
- Women candidates claiming reserved category benefits must submit caste certificate from parental (father's) side only; in-laws certificates are not accepted.
- Only documents uploaded with the application form will be considered; no document issued after the closing date will be accepted at any stage.
