The Haryana Public Service Commission (HPSC), headquartered at Panchkula, is the constitutional body responsible for recommending candidates to Group A and Group B posts in the Haryana State Government. The post of Assistant Engineer (Civil) in the Public Works (Building and Roads) Department involves supervision and execution of civil engineering works related to state roads and public buildings, governed by the Punjab Service of Engineers Class-II PWD Rules 1965. The Municipal Engineer (Civil) in the Urban Local Bodies Department supports civic infrastructure management in Haryana's municipal corporations under the Haryana Municipal Services Rules 2010. The Sub Divisional Engineer (Civil) under the Development and Panchayats Department oversees engineering works at the panchayati raj level in rural Haryana under the Haryana Development and Panchayats Group-B Service Rules 2016. The recruitment process is entirely online and follows a structured four-stage application procedure comprising registration, form filling, fee payment, and upload of a duly signed application form. The Commission employs a three-stage examination process consisting of a Screening Test, Subject Knowledge Test, and Interview, with the Commission retaining discretion to skip the Screening Test and proceed directly to the Subject Knowledge Test and Interview depending on the number of applicants.

Candidates must be Indian citizens or belong to eligible categories including subjects of Nepal and Bhutan, Tibetan refugees who came to India before 1st January 1962, or persons of Indian origin who have migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia, and Vietnam with the intention of permanently settling in India, subject to a certificate of eligibility from the Government of India for non-citizen categories. For the post of Assistant Engineer (Civil) in Public Works (B&R) Department, candidates must possess a regular degree in Civil Engineering from an AICTE-approved institution. Degrees obtained through part-time study, evening classes, or distance education, or from universities not approved by AICTE, are explicitly not eligible. For Municipal Engineer (Civil) in the Urban Local Bodies Department, candidates require a degree in Civil Engineering or its equivalent from any recognized university or institution, along with knowledge of Hindi or Sanskrit up to matric standard or higher education. For Sub Divisional Engineer (Civil) Panchayati Raj in the Development and Panchayats Department, a degree in Civil Engineering from a recognized university or institute is required along with knowledge of Hindi or Sanskrit up to matric standard. All eligibility conditions including age, qualifications, and certificates are assessed as on the closing date for online application submission.

Reservation benefits are available only to DSC/OSC/BC-A (Non Creamy Layer)/BC-B (Non Creamy Layer)/EWS/PwBD category candidates who are residents or domiciles of Haryana State. BC-A/BC-B candidates falling within the Creamy Layer as per Haryana Govt notification No. 40/13/2024-1SW dated 16.07.2024 are not eligible for OBC reservation and must apply under General category. PwBD candidates with at least 40% disability are exempt from application fee; age relaxation of 5 years is available to PwBD regardless of whether the post is reserved for them, subject to a maximum age of 52 years. Ex-Servicemen horizontal reservation (03 Gen/UR + 01 SC across all three posts) is governed by Govt instruction No. 12/15/2019-4GS-II dated 09.03.2022. Freedom Fighter and dependent DFF reservation is capped at 2% overall, available only if ESM and BC quota remains unfilled. Reserved category candidates from states other than Haryana are treated as General/Unreserved candidates for all purposes.
