Bharat Sanchar Nigam Limited (BSNL) is a Government of India enterprise under the Ministry of Communications and is one of the largest telecom service providers in India. BSNL operates across all 22 Licensed Service Areas (LSAs) offering a wide range of telecommunications services including wireline, wireless, broadband, FTTH, and enterprise solutions. The Junior Telecom Officer (Telecom) cadre is a key entry-level engineering officer position within BSNL's technical workforce responsible for the operation, maintenance, and expansion of telecom network infrastructure at the circle level. JTO (Telecom) is a Circle Cadre post, meaning selected candidates are allotted to specific circles based on vacancies, merit, and stated preferences. BSNL is recruiting 100 JTO (Telecom) posts through Direct Recruitment from the open market across 21 Circles, ranging from A&N and North-East circles to large circles like Karnataka and Maharashtra. The recruitment aims to bring qualified engineering talent into the organisation's frontline technical operations. Appointed JTOs undergo structured pre-appointment training comprising Phase-I classroom training, field training, and a specialisation course before being deployed on regular duties. Seniority in the JTO (T) cadre is determined on the basis of 60% weightage of examination marks and 40% weightage of Phase-I training marks. |

Only Indian Nationals are eligible to apply for the JTO (Telecom) Direct Recruitment post. Candidates must possess a Bachelor of Engineering Degree or equivalent qualification from a Central Government or State Government recognised institution or university in any one of the following disciplines: Telecommunications, Electronics, Radio, Computer, Electrical, Information Technology, or Instrumentation. Alternatively, candidates holding an M.Sc. in Electronics or M.Sc. in Computer Science from a recognised university are also eligible. Candidates possessing higher qualifications such as M.Tech in the prescribed disciplines are also eligible to appear in the Direct Recruitment examination. The qualification must be completed as on the closing date of receipt of application. Candidates must be Indian Nationals and must have obtained their degree from a university incorporated by an Act of Parliament or declared a deemed university under Section 3 of the UGC Act, 1956. Additionally, candidates must be capable of distinguishing principal colours and must possess binocular vision. Candidates applying for OBC (NCL) reservation must belong to the non-creamy layer. Creamy layer OBC candidates should indicate their category as Unreserved. |

Reservation is applicable as per Central Government guidelines for SC/ST/OBC/PwBD/EWS/Ex-Servicemen candidates. SC vacancies: 12, ST: 6, OBC (NCL): 10, EWS: 11, UR/OBC (CL): 61 out of 100 total posts. Persons with Benchmark Disabilities (PwBD) with not less than 40% disability as certified by a Govt. Medical Board are entitled to horizontal reservation. PwBD sub-categories covered: Deaf or Hard of Hearing and Locomotor disability (including cerebral palsy, leprosy cured, dwarfism, acid attack victims, muscular dystrophy). OBC reservation is available only to non-creamy layer OBC candidates; creamy layer candidates must apply as Unreserved. Ex-Servicemen get age relaxation as per Central Govt. rules. |

Register on BSNL external exam portal Visit www.externalexam.bsnl.co.in and complete the online registration process within the specified registration window. Note your registration ID and password for all future logins. - 2
Keep documents ready before registering Before submitting, keep mobile number, email ID, scanned passport-size photograph (jpg/jpeg, 20–50 kb), scanned signature (jpg/jpeg, 10–20 kb), 10th certificate, degree certificate, mark sheet, photo ID, and reservation certificates ready. - 3
Upload photograph and signature Upload a recent passport-size colour photograph with white background and a scanned copy of your signature in the prescribed file size and format as required during registration. - 4
Select circle preferences Choose up to 21 BSNL Circles in order of preference from the drop-down menu on the registration portal. Opting for more circles increases chances of selection. Only opted circles are considered for candidature. - 5
Pay examination fee online Pay the prescribed fee through Internet Banking, Credit Card, or Debit Card on the BSNL website. Fee once paid is non-refundable under any circumstances. - 6
Select examination centre Choose one preferred examination city from 27 available centres listed in Annexure-C during registration. Exam may be held at the selected city or a nearby city depending on candidate load. - 7
Edit application during editing window After registration closes, an editing window of seven days is opened for candidates to correct selective fields in their application. Take a print-out of the final registration form for records. - 8
Download admit card Admit card for the CBT can be downloaded from the same registration link on the BSNL website well ahead of the examination date using the registered user name and password.

- Challenging/contesting question/answer key carries Rs. 400/- per question, non-refundable, online only.
- Mobile phones and electronic devices strictly prohibited inside examination centres.
- BSNL does not seek payments other than registration fee and post-exam grievance fee.
- Dispute jurisdiction is Courts/Tribunals at New Delhi only.
- Bond of Rs. 6 Lakhs to be executed for minimum 5 years of service after appointment.
- No person with a living spouse and contracted a new marriage is eligible for appointment.
